It should have a smoother run this time around as it has already been through a council review and reconciliation phase. Perhaps a plan for recapitalization, revitalization, and remediation would improve the chances for more partnerships, new capital, and bailout funds... A separate proposal to address unlimited approval losses will be drafted sometime in Q1.
